Resolution 05/2025/NQ-CP excludes securities and digital fiat; issuer must be Vietnamese; first offers to foreign investors only. Do not assume all VIFC tokens use this route.

Under MOTF, whether a meat or seafood token is a Qualified Investment Token is fact-dependent — never automatic.

VIFC already has an enabling law (Resolution 222/2025/QH15, effective 1 Sep 2025). The gap is additional rules and permissions.

AIFC licences and recognition do not passport into Viet Nam.
