Phase 2 · Regulator & entity licensing

Gate 2: licence matrix agreed at pre-application meeting; no reliance on AIFC passport.

Phase 3 · Rulebooks & market integrity

Gate 3: Business Rules and disclosure templates submitted for regulator review.

Phase 4 · Clearing, custody & payments

Gate 4: finality, segregation and settlement-currency opinions all positive or mitigated.

Phase 5 · Physical goods & cross-border rights

Gate 5: title chain from warehouse to token holder confirmed in KZ and VN; carrier written consent obtained.

Phase 6 · Cyber, AML & governance

Gate 6: audit closed with no critical findings; AML risk assessment approved.

Phase 7 · Sandbox pilot & go-live

Gate 7: written regulator permission and all go/no-go sign-offs recorded.
